HOT IT provided training on using SharePoint. Staff has placed significant amounts of documents for Council access in a shared drive. This includes past ordinances, current policies, and more.
Workshop.
The Community Block Grant was discussed. Results for this award will be known prior to the bond issuance. Grant Works is handling the application process. Councilmember Bailey was curious what if anything was needed from the Platinum Panel. The response was nothing at this time as the whole grant application, award, and project management is handled by Grant Works per the grant application stipulations.
Plans for Earth Day celebrations were discussed and it was mentioned that Aqua is interested in participating. They have committed to provide a water fountain at The Triangle and donated $2500 to fix the rock work around the flagpoles at Veteran's Memorial Plaza.
Staff reviewed the Council survey for pending business which provided staff more direction for which pending business items take higher priority over others at this time.
Discussion occurred on the proper procedure for changing documents between meetings by staff, chair people, or others between meetings. There was concern over changes that were made to a document between meetings of the Ordinance Review Committee. The point of the discussion was making sure changes are better documented using redlining and strikethrough once drafts are in process and pending final actions. And that reports are included stating significant changes if they are incorporated into a document and redlining or strikethroughs are no longer present or utilized.
Councilmember Pulley left the meeting during the above discussion.
Discussion occurred on the concept of what level of review of items should be occurring by Staff and Legal Counsel prior to meetings to be prepared for the meeting and when should a separate review or report be requested or needed.
The Communication Policy was not ready from Interim City Attorney Roger Gordon. This business is still pending.
Exiting Workshop. No actions or votes were taken during the Workshop portion of the meeting.
It was announced that Hilltop Securities resigned as financial advisor for the City. They sent an announcement letter to Council and Staff. STIFEL was unanimously approved as the new financial advisor in their place.
