April 1st Public Hearing and Special Council Meeting

The meeting was called to order at 5:00 p.m.
Councilmember Judy Brizendine was absent.
Item 1: Public Hearing for the Brookmeadow 1-Acre Overlay began with ten citizens in attendance. All who spoke were in favor of the Overlay passing. No comments were submitted against the Overlay. Citizens expressed a desire to preserve the larger lot sizes and character of Brookmeadow. They also shared concerns over the added stress on infrastructure and lack of water as reasons to limit future development in the area.
Item 2: Petition to support Pristine Streams received unanimous support from all Councilmembers present with little discussion. Citizen Ray Don Tilley gave public comment stating that there are approximately 184,797 miles of river in Texas and less than 1% are considered “pristine.” There are only 22 segments that remain pristine with two of those being the Blanco River and Cypress Creek. This is measured by the amount of phosphorous present in the stream which can cause detrimental algae blooms.
Item 3: Terminating the Interlocal agreement with the Constable’s office passed unanimously by all those present with minimal discussion. City Attorney Bud Wymore explained that this was the last step in negotiating the termination of this contract with the City which has been in process for several months. The Constable’s office and City reached a negotiated settlement in reduction of fees owed for services rendered during the 2020 – 2021 fiscal year when the contract was informally terminated.
Item 4: The report from P&Z to approve the Brookmeadow 1-Acre Overlay was unanimously accepted by all those present.
Item 5: Six months after its first proposal to Council, a Town Hall, the State required public notification process, and necessary public hearings, the Brookmeadow 1-Acre Overlay passed unanimously. Councilmember Grummert verified with staff that no comments against the Overlay had been received.
Item 6: Suzanne Mac Kenzie was recommended by Mayor Rasco for the position of City Secretary. This appointment was approved unanimously by all Councilmembers present. There had been a meet-and-great held for Councilmembers to meet Ms. Mac Kenzie and learn more about her as a candidate for the position earlier in the week. She brings an extensive background in Human Resources and is a resident of the City of Woodcreek. She went through the formal application and interview process with the City staff and Mayor prior to this recommendation. She was sworn into office after the vote was taken and has begun work at City Hall.
Item 7: Mayor Rasco recommended local attorney Josh Erwin to serve as the Planning and Zoning Commission’s second alternate. This recommendation received unanimous approval from all Councilmembers present. Mr. Erwin was voted “The Best Attorney in Hays County” in 2021. City Attorney Bud Wymore spoke in support of this decision and shared his personal and professional experience working with Mr. Erwin.
